The Manila Electric Co. (Meralco) is set to start the competitive selection process (CSP) for another 400 megawatts (MW) worth of mid-merit supply intended to meet the power distributor’s requirements starting next year.
The company said in its terms of reference (TOR) this CSP involves a 15-year power supply agreement (PSA) which is targeted to start on Aug. 26, 2025.
The TOR provides the minimum offered contract capacity per bidder will be at least 150 MW and may come from a single or a portfolio of power plants.
The document said power to be supplied to Meralco must be 100 -percent available for a continuous period of 15 hours during Mondays to Saturdays covering the peak hours of 9 a.m. to 12 midnight and 10 hours during Sundays covering 2 p.m. to 12 midnight.
Mid-merit power plants are those capable of easily ramping or ramping down their capacities at any given time and are usually provided by natural-gas fired, hydro or diesel technologies.
Meralco’s Bids and Awards Committee for PSAs set the deadline for submission of expression of interest on July 1, 2024 while a pre-bid conference is scheduled on July 11 as the actual bid submission deadline is on August 9.
Jose Ronald Valles, Meralco senior vice president and head of regulatory management office, said this CSP will also be open to both greenfield and brownfield power plants.
Valles said this CSP is likely Meralco’s last for this year.
Meralco also started this month the bidding for 600 MW worth of baseload supply intended to meet the power distributor’s requirements starting next year.
