Low adoption of IBPLS noted

The Anti-Red Tape Authority (ARTA said 580 of 1,600 local government units (LGUs) have adopted the so-called Integrated Business Permits and Licensing System (IBPLS).

But ARTA director-general Jeremiah Belgica said despite the low adoption of IBPLS, some LGUs may have their own automation systems.

While this could serve as compliance, Belgica noted non-compliant or those found to be of gross neglect of duty may face penalty and corruption charges,

“But we will see what the reason for their difficulties (in complying),” Belgica said.

ARTA also encouraged barangays to integrate with the electronic business one-stop shops (eBOSS) being set up by their respective LGUs.

He issued the reminder on the last day set to establish eBOSS platforms in LGUs as provided for in Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

The eBOSS is a free online platform where end-to-end transactions can be processed for registration of new businesses.

Belgica said that, although most LGUs have complied with the eBOSS directive, their “common challenge” is to integrate their barangays in their platforms.

Integrating barangays in eBOSS platforms would mean there would be uniformed fees and requirements for clients to follow.

The ARTA czar told LGUs to give them a list of non-compliant barangays so they can investigate.
