Groups question new vehicle inspection scheme

Transport groups yesterday appealed to government to reconsider the pilot implementation of Vehicle Registration Renewal Office (VRRO) as part of the Private Motor Vehicle Inspection Centers (PMVIC) program.

In a statement, owners and operators of small Private Emission Testing Centers (PETC) through Alagaan Natin ang Inang Kalikasan (ANI-KALIKASAN) and PETC organizations questioned the creation of the VRRO despite earlier pronouncements of President Duterte and the Senate Committee on Public Services led by Sen. Grace Poe early this year to suspend the mandatory use of PMVICs for vehicle inspection due to some concerns.

The VRRO enables motorists to undergo motor vehicle renewal right after the inspection conducted by privately-owned inspection centers.

The Department of Transportation released recently Memorandum Circular SC-2021-02 which mandates motorists to undergo vehicle inspection under PMVICs located within Land Transportation Office’s geographical area of responsibility before vehicle registration and renewal.

But the groups alleged the Land Transportation Management System (LTMS) is not yet connected to the majority of emission testing centers, PMVICs, and law enforcement agencies including the Metro Manila Development Authority and local government units and therefore is not capable of checking the violation records and alarms of motor vehicles registered nationwide.
