Gov’t to streamline processes at Matnog port; decongestion underway

Government is readying a joint memorandum circular (JMC) aimed at reducing congestion at the Port of Matnog.

The Anti-Red Tape Authority (ARTA) at the Logistics Forum on Tuesday said the JMC will put in place on measures that will focus on the queuing, marshalling, loading, and embarkation of passengers and rolling cargoes at the Port.

The JMC also targets to address rampant fixing activities in the immediate vicinity of the Port of Matnog.

The parties to the JMC are ARTA, Department of Transportation, Philippine Ports Authority (PPA), Philippine Coast Guard, Maritime Industry Authority, Philippine National Police, Land Transportation Office, Office of Civil Defense, provincial government of Sorsogon and municipal government of Matnog with private partners.

The JMC highlights the following salient features:

0 Streamlining and automation to a one -stop shop for truckers and other rolling cargo, vehicle owners, passengers and other stakeholders who availed themselves of services at the Port of Matnog.

0 Online portal.

The PPA in collaboration with the concerned agencies shall develop an online portal for the stakeholders to enable advanced reservation and payment for a ticket in advance of their arrival at the port.

The payment shall be made through the online portal. Only those who confirmed online bookings with relevant fees fully paid will be allowed entry to the port of McNaughton.

With this, the concerned agencies shall adopt digital technologies, ICT tools and other solutions that can further streamline and automate the services in relation to the Port of Matnog.

0 Bundling of fees

The stakeholders shall only be required to make a single payment through the online portal, specifically, the payment of the respective tickets.

No separate payments need be made, as the price of the ticket shall already be inclusive of all relevant fees, such as the roll on roll off terminal fee, passenger terminal building fee ,LGU fees and other related processes.

0 Single window.

To further streamline the processing of cargoes within the port, the PPA in collaboration with a provincial and municipal LGUs and other concerned agencies shall implement a single window in relation to the queuing and pre-marshalling procedures and other related verification and confirmatory processes.

This eliminates the need for separate scattered windows or queues or transactions.
