Filipino tollway operator invests P80B in Indonesia

JAKARTA.  – Metro Pacific Tollways Corp. (MPTC), through its unit PT Metro Pacific Tollways Indonesia Services (MPTIS), is investing P80 billion for the construction of a 21.6-kilometer elevated expressway here.

Called the Jakarta Outer Ring Road (JORR), the expressway is a fully elevated toll road to be built on top of the JORR-1 network from Jatiasih East Jakarta to Ulujami South Jakarta. It aims to serve over a million vehicles daily, addressing the need for enhanced traffic flow and connectivity.

Joko Santosa of PT Nusantara told reporters in a briefing here the toll road project is in the final stage of technical preparations. Construction is targeted to begin by the second half of next year.

Under the 45-year concession, the project’s land acquisition is borne 100 percent by the investor. It will be located in highly urbanized areas eyeing 450,000 to 570,000 vehicles.

The company is discussing with the government the best design to minimize the impact on existing traffic, as the construction will require advanced engineering.

Santosa said the company will finance the project through a combination of debt and equity.

“We are considering a 70/30 financing. We are yet to decide on the guidance of the MPTC whether to opt for international or domestic or hybrid financing. The remaining 30 percent will be funded internally,” he said.

MPTC owns 96.07 percent of MPTIS while the remaining 3.93 percent is owned by the public and others.

The JORR elevated toll road is part of the Trans-Java Toll Road, a network of 13 toll roads in the provinces of West Java, Central Java and East Java.

The combined 676-km road is considered Indonesia’s crown jewel that allows the efficient flow of 850,000 vehicles daily across Indonesia’s economic powerhouse of Java Island. 

Last September, international toll road operator MPTC, through its subsidiaries PT Margautama Nusantara and MPTIS, and its partner GIC — a global institutional investor –– have invested $1 billion for the acquisition of 35 percent stake in PT Jasamarga Transjawa Tol (JTT).

JTT is a subsidiary of the leading Indonesian state-owned toll road company, PT Jasa Marga (Persero) Tbk (Jasa Marga).

The investment will allow Jasa Marga to raise capital, maintain a healthy leverage level and continue expanding toll road networks across Indonesia — enhancing infrastructure and connectivity for future economic development.

By bringing in MPTC and GIC as new and value-adding partners, Jasa Marga can maintain full control over JTT’s strategic infrastructure assets and solidify the quality of its service.

In the Philippines, MPTC operates the North Luzon Expressway (NLEX), Subic-Clark-Tarlac Expressway, NLEX connector road, Cavite-Laguna Expressway, Manila-Cavite Expressway and the Cebu Cordova Link Expressway.
