ERC hikes market share limits for all grids

The Energy Regulatory Commission (ERC) has increased this year’s installed generating capacity (IGC) and market share limitation (MSL) for both the national and regional grids.

The ERC said the move was made because of the entry of more power plants in the grid, after the initial setting of figures was issued by the regulatory body last March. It added that resolution 14 series of 2025, dated July 30, 2025, which covers the directive, was made public over the weekend.

ERC sets the said figures annually and may also be adjusted as necessary based on the maximum capacity of generation facilities. Under the Electric Power Industry Reform Act of 2001, no company or related group can own, operate, or control more than 30 percent of the IGC of a grid and/or 25 percent of the national IGC.

ERC said in the resolution that IGC for the national level for this year was increased to 28,390,074 kilowatts (kW) from the original 27,096,046 kW, or by 4.8 percent.

Meanwhile, the MSL of 25 percent is now at 7,097,519 kW from the original 6,774,012 kW, which is also an improvement of 4.8 percent.

On a per grid basis, for Luzon, the revised IGC is at 20,659,316 kW, but the MSL is 30 percent or 6,197,795 kW; for Visayas, the updated IGC is 3,443,158 kW, and the MSL is 30 percent or 1,032,947 kW; and for Mindanao, the new IGC is 4,287,600 kW, and the MSL is 30 percent or 1,286,280 kW.

Originally, Luzon’s IGC was at 19,419,592 kW for 30 percent MSL of 5,828,878 kW; Visayas with an IGC of 3,383,868 kW and 30 percent MSL of 1,015,160 kW; and Mindanao with IGC of 4,292,586 kW and 30 percent MSL of 1,287,776 kW.

Of the three island grids, Luzon and Visayas’ IGC were increased, but was decreased for Mindanao. The ERC did not explain the reasons for this.

Amid the updating of limitations, the ERC said that top company in terms of IGC and market share as of end-July 2025 is Aboitiz Equity Ventures Inc. (AEV). It leads with 6,774,443 kW, equivalent to 23.86 percent of the national share.

In Luzon, AEV has 5,567,913 kW (26.95 percent) with 567,700 kW (16.49 percent) in Visayas,  and 638,830 kW (14.90 percent) in Mindanao.

San Miguel Corp. (SMC) followed with 5,710,076 kW at 20.11 percent in the national level; 5,149,516 kW (24.93 percent) in Luzon; 180,670 kW (5.25 percent) in Visayas; and 5,710,076 kW (20.11 percent) in Mindanao.

First Gen Corp. is in third place with 3,524,476 kW at 12.41 percent in the national level broken down to 2,706,006 kW (13.10 percent) in Luzon; 708,480 kW (20.58 percent) in Visayas; and 109,990 kW (2.57 percent) in Mindanao.

The Manila Electric Co. (Meralco) followed with 2,288,021 kW at 8.06 percent for the national level wherein 1,596,441 kW (7.73 percent) is in Luzon and 691,580 kW (20.09 percent) in Visayas but no capacity in Mindanao.

Ayala Corp. also has 1,477,532 kW equivalent to 5.20 percent in the national level composed of 1,303,232 kW (6.31 percent) in Luzon and 174,300 kW (5.06 percent) in Visayas with no capacity in Mindanao.

In end-2024, ERC said that SMC had the biggest market share followed by AEV. For the similar period, First Gen, Meralco and Ayala Corp. were still in the third to fifth spots.
