The Energy Regulatory Commission (ERC) targets to complete within the year the amended rules for the setting transmission wheeling rates (RTWR) of the National Grid Corporation of the Philippines (NGCP) for the fourth regulatory period (RP) covering years 2016 to 2022.
ERC chair Monalisa Dimalanta said in a briefing yesterday this will allow the agency to implement updated transmission rates at the start of next year which may result in lower power rates for customers that are connected to the grid.
RTWR determines the amount NGCP can charge for transmission rates. It is a direct charge that all electricity consumers pay for the use of transmission facilities for the delivery of electricity to households, industries and commercial establishments.
Dimalanta said that based on initial figures, RTWR for the fourth RP can result in lower rates but still needs further validation.
ERC said adjustments for the fifth RP covering 2023 to 2027 are targeted to be decided by third quarter next year.
Dimalanta also explained that due to delays caused by several issues in the previous years, the rates for the fourth RP will be based on actual rates as its covered years have passed.
As for the fifth RP, rates will again be based on forecasts.
