DOTr to terminate contractor of Grand Central Station

The Department of Transportation (DOTr) said it will terminate its contract with BF Corp. and Foresight Development and Surveying Co. (BFC-FDSC) due to significant delays in the construction of the Unified Grand Central Station.

In a statement on Thursday, the DOTr said it will seek options on how to proceed with the project under the Government Procurement Act or the Public-Private Partnership Code.

During a recent inspection of the Unified Grand Central Station, DOTr Secretary Vince Dizon said   the consortium may be slapped with penalties and liquidated damages for failing to honor the agreement.

Asked about the government’s liability to the contractor regarding late payments, Dizon said: “A classic shortcoming of the government is not paying on time. Let’s check all that. At the end of the day we will balance all that, the government’s shortcoming, the contractor’s shortcoming and at the end we will reach a solution for all of those.”

The DOTr said the contract was awarded to BFC-FDSC in February 2019.

The project is designed to link the Light Rail Transit line (LRT) 1, Metro Rail Transit (MRT) line 3 and MRT-7 rail systems in Metro Manila.
