Three officials of the Department of Public Works and Highways (DPWH) Bulacan 1st District Engineering Office have been dismissed from service and permanently barred from holding any government post over their roles in scandalous flood control projects.
In Administrative Case No. OSEC 05-2025 issued on September 15, DPWH Secretary Vince Dizon formally handed the dismissal order to the three officials: DPWH Bulacan 1st District Engineering Office former Assistant District Engineer Brice Ericson Hernandez, Construction Section Chief Jaypee Mendoza, and Accountant Juanito Mendoza.
In the two-page ruling, the DPWH said the officials were found guilty of disloyalty to the republic and to the Filipino people, grave misconduct, gross neglect in the performance of duty, and conduct prejudicial to the best interest of the Service.
The dismissed officials were also meted out the penalty of perpetual disqualification from public office, which means they can never again occupy any position in government.
Dizon’s order also forfeited their retirement benefits, except accrued leave credits, and canceled their civil service eligibility.
The dismissal of these individuals is in line with President Ferdinand R. Marcos Jr.’s directive to hold accountable, at the soonest possible time, those directly involved in irregular flood control projects in Bulacan.
According to the decision, the penalty of dismissal is “without prejudice to the filing of separate civil or criminal charges.”
Last week, the DPWH filed multiple criminal complaints with the Office of the Ombudsman against 20 DPWH-Bulacan officials and four private contractors over anomalous flood control projects, including the three officials who have since been dismissed from service.
