DICT offers amnesty scheme for delivery service providers

A national amnesty program that allows unregistered delivery service providers, commonly referred to as “colorum”, to legalize their operations without being held liable for previous violations or penalties, was launched yesterday by the Department of Information and Communications Technology (DICT).

 DICT secretary Henry Aguda led the official launch of the  Private Express and/or Messengerial Delivery Service (PEMEDES) “PADALA” online registration portal  at the Angkas Headquarters. The program is line with the directive of President Ferdinand R. Marcos Jr. to fast-track the formalization and regulation of digital and logistics services in the country through registration of companies.

The objective of PEMEDES is to make the registration process for delivery riders and operators faster, modernized, and more transparent.

DICT said the amnesty program runs for six months under the Department Circular HRA-002 issued in June 2025, commencing from the issuance of the DICT notice of the effectivity of the PEMEDES Portal.

Applications for amnesty submitted beyond the period will not be accepted, provided that any deficiencies in applications filed  within the amnesty period shall be addressed within a reasonable period, as may be determined by the DICT.

But DICT circular warned that “PEMEDES firms that continue to operate without a valid Authority to Operate from the DICT after the lapse of the amnesty period, shall be penalized and will be subject to penalties and sanctions under existing rules and regulations.

DICT said that the key benefits of the amnesty program include no penalties for previous Violations, a fast and digital process application, and qualified applicants will be granted a six-month temporary authorization to operate while completing full compliance requirements.

DICT is encouraging all colorum operators to prepare and take advantage of this opportunity to grow and professionalize the delivery sector in the Philippines.
