THE Department of Environment and Natural Resources through the Environmental Management Bureau (EMB) has scheduled a public hearing on a proposed cement terminal project in Davao Del Norte.
A notice posted at the EMB’s website said the hearing is set for June 19 for PhilCement Corp., the project developer, to engage the public in providing feedback, concerns and suggestions to ensure that potential environmental impact is fully considered.
A report attached to the notice said the project has a P2.3 billion proposed capital investment cost to be able to receive an estimated 2 million metric tons of cement annually.
PhilCement added in the report the proposed terminal and packaging facility is expected to improve the logistics and processing cost of cement in the region, compared with direct importation in bags, which will enable the company to provide competitive prices to markets in Southern Mindanao.
The document also stated that the proposed project, to be located in Panabo City, Davao del Norte, will have a total area of 38,501 square meters.
EMB’s data showed that once approved, facilities to be put up include a cement storage facility, fly ash storage silo, cement mixing facility, packaging facility, administration building, process road, truck scale, truck parking space, substation, air compressor station, firefighting room, an open space for holding materials as well as a buffer area for mangroves to be maintained as a green corridor.
Total manpower requirement during the construction phase is anticipated at 300 personnel and workers, majority of whom will be unskilled workers during the initial phase of construction involving site preparation, earthworks and civil construction, it added.
However, during the operation phase, projected manpower requirement is 100 staff and laborers.
PhilCement is a company under the Phinma Group which also has businesses involving steel roofing and decking products, solar power solutions, schools, real estate and hotels.
PhilCement also sells Union brand cement which is being manufactured in its facility in Mariveles, Bataan.
