DAR to condone P1.13B worth of farmer loans in Panay, Guimaras

The Department of Agrarian Reform is set to condone more than P1.13 billion in unpaid land amortization of 29,948 agrarian reform beneficiaries (ARBs) from Panay and Guimaras Islands.

A total of 39,443 Certificates of Condonation with Release of Mortgage will be awarded during a ceremonial event on July 17, 2025, in Passi City, Iloilo, the DAR announced in a statement on Wednesday.

DAR Undersecretary Jesry Palmares, who is in charge of foreign-assisted and special projects, will lead the event, in which land titles and vital farm support services will be distributed to ARBs, the DAR said

“These simultaneous distributions of debt condonation, land titles, and crucial support services represent DAR’s comprehensive approach to truly empower our farmers ,”  Palmares said in the DAR statement.

“We believe that by easing their financial burdens and providing them with direct ownership and modern tools, we are laying a strong foundation for their sustainable progress and the nation’s food security,” he added.

The DAR said that 275 certificates of land ownership award (CLOA) covering 283.80 hectares, will also be distributed to 183 ARBs from Panay and Guimaras Islands.

A further 621 electronic land titles covering 702.32 hectares will be awarded to 361 ARBs under the Support to Parcelization of Lands for Individual Titling Project, the agency said.

The DAR will also turn over P75 million worth of support services to 26 ARB organizations from Iloilo and Guimaras.

The support services to be provided to the farmers will include 96 units of farm machinery and equipment such as harvesters, tractors, rice threshers, irrigation pumps, cultivators, and hauling trucks, along with sacks of organic fertilizers, the DAR said.

Earlier, Agrarian Reform Secretary Conrado Estrella III said the government has targeted the distribution of 400,000 land titles to ARBs across the country in 2025.

The DAR has not yet reported the total number of land titles already given to ARBs this year.
