ComClark still keen on air navigation service

ComClark Network and Technology Corp. of businessman Dennis Anthony Uy, through a partnership with Spanish firm Indra, said it will continue to pursue its unsolicited bid to take over the operation of the air navigation services of the Philippines.

“We don’t need to resubmit. Actually, that (project) has passed the PPP (Public- Private Partnership) Center,” Uy told reporters on the sidelines of the company’s event in Pasig.

Last week, PPP Center said the Transportation Department delisrred the P29.82-billion unsolicited proposal of ComClark which entails the construction, modernization and operation of air navigation services facilities, including air traffic service and communications, navigation and surveillance/air traffic management (CNS/ATM) facilities.

PPP Center did not disclose the reason for the rejection but the project forms part of a list purged by the agency for unspecified reason.

The proposal also involves upgrading equipment/facilities, implementing redundancy measures and ensuring compliance with international standards.

Uy said the company partnered with Indra for its unsolicited proposal submitted to the government. Indra’s technology is implemented in more than 300 control centers and more than 325 towers across 74 countries.

“The CEO and the technical team of Indra will arrive by the end of January to show our government that we have the capability,” Uy said. 

The country’s air traffic management system (ATMS) consists of a 13-radar network that extends across the archipelago — located at the Ninoy Aquino International Airport Terminals 1 and 2, Clark, Tagaytay, Aparri, Laoag, Cebu-Mount Majic, Quezon-Palawan, Zamboanga, Mactan, Bacolod, Kalibo and Davao — providing coverage for 70 percent of Philippine airspace.

Last September, the Civil Aviation Authority of the Philippines completed a system upgrade of the CNS/ATM infrastructure to modernize and enhance the functionality and stability of the ATMS.

This upgrade is a significant milestone in the launch of an improved ATMS software version enhancing the efficiency, safety and reliability of air traffic management across Philippine airspace.
