Civil works for the Laguna Lakeshore Road Network (LLRN) project are set to begin this year, with the completion anticipated by 2029, according Secretary Manuel Bonoan of the Department of Public Works and Highways (DPWH).
Bonoan said in a statement over the weekend Phase 1 of the project secured a $905.26-million official development assistance (ODA).

The loan from the Republic of Korea, through Export-Import Bank of Korea (KEXIM), will support the civil works of the LLRN Phase I Stage 1 that includes a 7.94-kilometer road, consisting of 6.81 km of viaduct/bridge and 1.13 km of embankment, along with three interchanges and 1.92 km of slip roads.
Bonoan thanked KEXIM for its ongoing partnership in supporting the Philippines’ infrastructure development goals.
He noted the importance of the LLRN project in enhancing connectivity and economic opportunities, particularly in the Luzon economic corridor, a vital region for national growth and regional integration.
The project is expected to significantly enhance economic productivity and foster positive change in the Calabarzon region and the broader National Capital Region (NCR), DPWH said.
The road project in the shorelines of the Laguna Lake will address severe traffic congestion in the area, including a portion of the South Luzon Expressway.
It aims to provide safer, faster and more convenient travel, boosting tourism development and economic growth in the surrounding areas of NCR, Laguna, Rizal, Cavite and Batangas.
“This transformative project marks a major milestone in our long-term vision to create a sustainable, resilient, and efficient road network that will benefit generations of Filipinos,” said Emil Sadain, DPWH senior undersecretary.
DPWH’s Unified Project Management Office–Roads Management Cluster II will lead the implementation of the project, with support from Korean experts who will oversee the construction supervision during Stage 1.
Other flagship infrastructure projects set to commence construction this year include the entire EDSA rehabilitation, P57.7-billion Panay-Guimaras Bridge, P219-billion Bataan-Cavite Interlink Bridge, P23-billion Samal Island-Davao City Connector project and the P76.4-billion fourth Cebu-Mactan Bridge.
The Central Luzon Expressway is set to be completed this year which will connect Tarlac to Cabanatuan in Nueva Ecija.
