BCDA: Court decision clears way for Poro Point seaport upgrade

The Bases Conversion and Development Authority (BCDA) said a favorable ruling by a regional court over its jurisdiction on a parcel of land within the Poro Point Freeport Zone (PPFZ) has cleared the way for the advancement of the development initiatives inside the zone.

The Regional Trial Court of San Fernando in La Union has dismissed the petition for land registration filed by the Shipside, Inc. over a 543-square-meter property in the zone, the BCDA announced in a statement late Wednesday.

“This legal affirmation strengthens the BCDA’s mandate over the property and marks a critical milestone in unlocking the full potential of Northern Luzon,” the BCDA said in the statement.

The BCDA did not disclose the details of the case but said with the court’s decision, it can now advance the upgrade of the San Fernando Seaport.

“The Seaport’s revitalization and other developments in the zone are critical to making PPFZ a key hub for tourism, logistics, and investment,”  it said.

In December 2024, the operation, management and development of the San Fernando International Seaport were turned over to the BCDA and the Poro Point Management Corp. (PPMC), a BCDA subsidiary.

The PPMC on its website described the San Fernando International Seaport as a 30-hectare seaport with three pier structures ideal for many types of inbound and outbound bulk cargoes.

The PPMC said the seaport can accommodate all types of vessels from cruise ships, roll-on/roll-off vessels, motor tugboats, passenger vessels to fishing boats.

The BCDA did not specify their next, immediate steps for the seaport upgrade after the court ruling.
