42 DEVELOPERS PLEDGE TO DELIVER 251,846 HOMES FOR 4PH

HOUSING developers plan to build 251,846 socialized housing units as part of their commitment to participate in the government’s Expanded Pambansang Pabahay para sa Pilipino (4PH) program.

In a statement on Wednesday, the Department of Human Settlements and Urban Development (DHSUD) said 42 developers have pledged to build these homes, citing a letter dated July 7, 2025 to DHSUD Secretary Jose Ramon Aliling by the Chamber of Real Estate and Builders’ Associations, Inc. (CREBA), National Real Estate Association (NREA), Organization of Socialized and Economic Housing Developers of the Philippines (OSHDP), and Subdivision and Housing Developers Association, Inc. (SHDA).

“In manifestation of our shared optimism towards your administration and the potential of a recalibrated 4PH to deliver meaningful solutions to our country’s overwhelming housing needs, we are pleased to submit the initial list of private developers who have expressed commitment to participate in the production of socialized housing under the program. To date, these commitments total 251,846 units,” the groups said in the statement.


DHSUD said the groups proposed the piloting of a dedicated Housing One-Stop Processing Centers (HOPCS) that would exclusively handle 4PH-related permits and developer transactions. 

The agency said the four organizations cited this initiative would strengthen coordination among key government agencies, local governments, and the private sector-ensuring faster project approvals and accelerating housing construction

In turn, this would fast-track implementation and guarantee the timely delivery of the pledged housing units, the groups said.

In a separate statement on Tuesday, DHSUD said Aliling in a memorandum on July 7 tasked the key shelter agencies (KSAs) — the National Housing Authority (NHA), Social Housing Finance Corp. (SHFC), the National Home Mortgage Finance Corp.  (NHMFC), the Pag-IBIG Fund and the Human Settlements Adjudication Commission (HSAC) — specific priority actions “to accelerate the provisions of affordable housing and to streamline housing-related applications and activities.”

In the memo, Aliling directed NHA and SHFC to immediately turn over unoccupied but completed housing projects to bona fide beneficiaries. 

Both agencies were also ordered to conduct immediate inventory of all government-funded housing projects. The agencies were given 15 days to submit the list.

Aliling also identified Pag-IBIG Fund as the funder of the joint venture agreement with NHA and SHFC to accelerate the nationwide implementation of the expanded 4PH, the agency said.

DHSUD added that Aliling ordered immediate action on all 4PH projects with pending applications.


To streamline the processes, all KSAs were instructed to support the establishment and operation of one-stop shops as well as identify internal procedures that can be integrated. The department said all processes must be aligned with Anti-Red Tape Authority standards.

“All KSAs are enjoined to submit their respective status/inventory reports of all pending cases, applications and other actionable documents together with its corresponding program of action on the above-stated directives not later than 15 days from receipt hereof,” the DHSUD head said.
