Sangley proponent seeks extension

The consortium of Lucio Tan’s MacroAsia Corp. and China Communications Constructions Co. Ltd. has asked for another three-month extension to submit the post qualification requirements for the P550-billion Sangley Airport Development Project.

The project proponent was set to submit the post qualification requirements on Sept. 12, 2020, but sought an extension until December to complete the requirements to secure the notice of award.

“The province (Cavite) received, again, another letter requesting for extension of 90 days after commercial air travel operations reopens between China and Philippines, within to submit the conditions for notice of award,” Jesse Grepo, legal officer of the public-private partnership selection committee, said in a text message.

The initial deadline for submission of the requirements was last March but was extended to June, then moved once more to September due to the pandemic.

When asked if the local government of Cavite is inclined to approve the request for the third time, Grepo said: “The body will deliberate on said letter.”

“I believe in their sincere desire to invest and construct a world class premiere gateway to or beloved country,” said Cavite Governor Jonvic Remulla who he met with the officials of the consortium last week.

The construction of Sangley Point International Airport (SPIA) in Cavite will involve massive reclamation in the southern part of Manila Bay.

The provincial government of Cavite, as lead proponent of the SPIA, plans to conduct the groundbreaking for the P208.5-billion Phase 1 component of the project after the notice of award is given to the proponent. The consortium then has 12 to 18 months to complete the detailed engineering design, leading to the project’s financial closure.

The first phase of SPIA will include the new Sangley connector road and bridge — a six-lane highway with urban mass transit connectivity directly linking the Kawit interchange of Manila-Cavite expressway to SPIA.

Phase 1 itself will involve the development of an interim first runway that is designed to operate alongside Ninoy Aquino International Airport, with an annual design capacity for 25 million passengers annually.

The second phase of the SPIA project covers the development of a second runway, with an annual design capacity for 75 million passengers. This is further expandable to up to four runways for an ultimate annual capacity of 130 million passengers.
