While some public-private partnership (PPPs) projects are heading towards advance stages in terms of procurement and approval, it appears Dennis Anthony Uy’s proposed air traffic management project is set to face rejection.
Jeffrey Manalo, PPP Center deputy executive director, said the Department of Transportation (DOTr) and the Civil Aviation Authority of the Philippines (CAAP) will soon be sending a rejection letter to Uy’s ComClark Network and Technology Corp. (ComClark) for its unsolicited proposal to design, build, finance and operate the Air Navigation Services of the Philippines.
“The proponent may resubmit its unsolicited proposal upon addressing the grounds for rejection,” Manalo said in a press conference in Quezon City on Wednesday.
analo said the letter will contain the grounds for rejection, details of which were not yet disclosed.
He said the DOTr has informed the PPP Center, and while the proponent has not yet been officially notified, it an idea regarding the upcoming rejection.
According to the PPP Center website, the project, with estimated cost of P29.82 billion, entails the construction, modernization and operation of air navigation services facilities, including air traffic service and communications, navigation, surveillance/air traffic management facilities.
This involves upgrading equipment/facilities, implementing redundancy measures and ensuring compliance with international standards.
Meanwhile, several proposed PPP projects are under advanced stages, specifically solicited projects under procurement are the P9.49- billion University of the Philippines Philippine General Hospital Manila Cancer Center Project; the P390- million Dialysis Center PPP Project for the Renal Center Facility of the Baguio General Hospital & Medical Center; the P710-m illion Bislig City Bulk Water Supply; the P80- million Bislig City Septage Project; and the P1.2 -billion Negros Occidental Bulk Water Supply Project.
For unsolicited project under procurement, these include the P1.87- billion Cavite Bus Rapid Transit System; the P100- million Aquilino Q. Pimentel Jr. International Convention Center Project; the P730- million Operations and Maintenance of Pampanga Dialysis Centers Project; the P2.1-billion Bacolod Super City Project; and the USWAG Condominium Complex Project with cost to be determined.
For projects under approval, these are the P140-million Cagayan Valley Medical Center Hemodialysis Center; the P420-million Mt. Data Hotel Project; the P1.43-billion Rizal Park Western Section Development Project; the Manolo Fortich Septage and Sewage Treatment Facility with cost to be determined; the P1.19- billion Baguio City Integrated Terminal Project; the USWAG Residential Building Project with cost to be determined and; the P2.33-billion Redevelopment of General Santos City Public Market Project.
