PPP March project costs rise to P2.6T from P2.47T in Feb

THE government said it currently has 176 projects in its Public-Private Partnership (PPP) pipeline as of March 14, with an estimated value of P2.603 trillion.

Based on a document from the PPP Center shared with reporters on Tuesday, the estimated cost of the total projects has increased from the time the February 10 report was released, showing there were also 176 projects in the pipeline, but with a lower total estimated cost of P2.469 trillion.

This was due to the addition and delisting of PPP projects in the pipeline, the report said. Six national projects and two local projects were added to the updated list, while two national projects and four local ones were delisted over the one-month period. Also removed from the list were two projects that have advanced to the implementation stage.

The PPP Center said projects were added due to the following: unsolicited proposals endorsed by the PPP Center to implementing agencies (IAs) for evaluation or rejection; projects included in the list of PPP projects submitted by IAs to the PPP Center; and project updates received through PPP Center’s engagement with various IAs.

Meanwhile, some projects were delisted after implementing agencies rejected unsolicited proposals upon evaluation or decided to discontinue processing them.

ADDED PROJECTS

Projects added to the pipeline but whose costs are yet to be determined include the Operation and Maintenance of the Panguil Bay Bridge Project; Public-Private Partnerships for School Infrastructure Project Connect; and upgrading of Iligan City’s water system under the Tariff and Utility Blueprint for Water Operations project.

Others added to the list include the P0.11 billion Localized Online Visitor Ecosystem Metro Manila: Phase 2 of the Philippine Tourism Digitalization Project; P0.07 billion Construction of Septage Treatment Plant in Sagay City, Negros Occidental; P1.56 billion Metro Manila Development Authority Emergency Response Center; P163.94 billion Project KILO; and the P0.34 billion Development of Water Supply System for the Municipality of Mangatarem in Pangasinan.

DELISTED PROJECTS

On the other hand, delisted projects include the P29.823 billion Air Traffic Services and Air Navigation Services of the Philippines project; P0.01 billion GMA Cavite Digitalized Traffic Enforcement; P0.02 billion Municipality of Cainta Digitalized Traffic Enforcement; P0.02 billion Cauayan City Digitalized Traffic Enforcement; P0.01 billion Municipality of Pagsanjan Digitalized Traffic Enforcement; and the P9.6 billion RENEWSTABLE Green Hydrogen Power Plant in Marinduque, Philippines.

Meanwhile, other movements in the list include the P0.1 billion Aquilino Q. Pimentel Jr. International Convention Center Project and the P1.87 billion Cavite Bus Rapid Transit System, both of which were removed from the pipeline following award, and are now reflected in the PPP Center list of projects under implementation.
