Permitting of common towers up for streamlining: ARTA

The first phase of an inter-agency sectoral-based streamlining effort targets to ease permitting system in priority sectors identified as common towers and interconnectivity; housing; food and pharmaceutical; logistics and; energy.

In a statement, the Anti-Red Tape Authority (ARTA) will launch Program NEHEMIA, a sectoral-based streamlining effort that targets to reduce time, cost, requirements, and procedures in key sectors by 52 percent within 52 weeks.

ARTA announced the launch following the signing of Administrative Order (AO) 23 which directs government agencies to eliminate overregulation within 60 working days from its effectivity by submitting a compliance report to ARTA. ARTA shall then monitor and review the compliance of the covered agencies and report the findings and recommendations to the Office of the President.

Agencies that will fail to comply will face appropriate sanctions.

AO 23 complements ARTA’s MC 2020-02 in eliminating the government’s backlog, expediting government processes, and easing undue regulatory burden for the transacting public.

Meanwhile, the National Business One Stop Shop (NBOSS), a joint initiative of the Department of Information and Communication Technology and ARTA, opened its first last Friday opened its first physical co-location at the Securities and Exchange Commission.

At NBOSS, business registration may now be completed in nine steps within seven and a half days from the current 13 steps in 33 days.

NBOSS hosts key agencies such as SEC, Bureau of Internal Revenue , Social Security System, Philippine Health Insurance Corp. and he Home Development Mutual Fund.
