ODA-funded projects up 6% at $39.6B in 2024

The Department of Economy, Planning and Development (DEPDev) reported on Thursday that active projects funded by the Official Development Assistance (ODA) grew 6 percent to $39.6 billion in 2024 from $37.3 billion in 2023, spread across 426 loans and grants.

In DEPDev’s 2024 ODA Portfolio Review Report, data showed new loan commitments for infrastructure projects drove the increase. 

Nine of the 17 fresh loans amounting to $8.2 billion supported the Marcos Administration’s Infrastructure Flagship Projects (IFPs). 

These cover funding for the Laguna Lakeshore Road Network Project, the Dalton Pass East Alignment Road Project Phase I, new funding for the Bataan-Cavite Interlink Bridge Project and the Metro Manila Subway Project, and the Infrastructure for Safer and Resilient Schools Project.

Transport and connectivity infrastructure accounted for the largest share of the 2024 ODA portfolio, both in value ($42.81 billion or 62.7 percent) and number (120 loans or grants). 

A total of 79 loans and grants worth $6.4 billion (16 percent), meanwhile, funded initiatives focused on enhancing governance reforms, fiscal management and institutional development. 


Social reform and community development represented the third largest share at $5.4 billion (13.5 percent), spread over 113 loans and grants allocated in health, education, social protection and human capital development programs.
