The Department of Public Works and Highways (DPWH) is looking at extending the contract of NLEX Corp. to fast track the implementation of the P16-billion proposal to further extend the North Luzon Expressway all the way to Anda Circle in Port Area, Manila.

In a virtual press briefing over the weekend, DPWH Secretary Mark Villar said the agency prefers to extend the government’s supplementary toll operation (STOA) agreement with NLEX rather than subject the project to unsolicited proposals that would undergo competitive challenge, a longer process.

“We’re always exploring the fastest… the extension of the STOA would be the fastest,” Villar said.

With the completion NLEX Harbor link segment 10, portion of C3 to R10 which is set for opening today, June 15, the DPWH is working with NLEX parent firm Metro Pacific Tollways Corp. for the extension of the project all the way to Port Area.

“This is something that we’re looking at right now, since they finished this extension to R10, there is an opportunity to extend further up to the area in Anda circle from Roxas boulevard. it’s something that were working on with the Metro Pacific group.” Villar added.

Last December, NLEX submitted a proposal dubbed as Harbor Link Port access mobility facility, a 5.1- kilometer elevated expressway that will connect Harbor link project from C3 in Caloocan all the way to Anda Circle.

The project will bring Port Area closer to the NLEX. Motorists will have an option instead of using C3 road by continuing on the ramp all the way to the Port Area.

Meanwhile, Villar announced the toll for 2.3- km C3-R10 will be initially free for motorists pending approval of the rates by the Toll Regulatory Board approval.
