MPTC unit offers to build Sangley Point spur road

Metro Pacific Tollway Corp. (MPTC) unit Cavite Infrastructure Corp. (CIC) has submitted a proposal to construct the five-kilometer spur road that will connect Manila Cavite Expressway (Cavitex) to Sangley Airport, a major tollway project expected to ease travel going to the airport.

Christopher Lizo, MPTC chief financial officer, said the technical proposal covering the project alignment was submitted to theToll Regulatory Board two weeks ago.

CIC has not included the investment proposal as the investment recovery will depend on the development of the airport.

The spur road going to Sangley is part of the P30-billion Cavitex segment 5 extension project which in turn is part of the CIC concession contract.

The project will pass through Kawit to Novaleta, to Sangley and from Sangley to Tanza.

Once the TRB approves the project, CIC could start the project construction by early 2021 or a year after it completes the detailed engineering design.

The first phase involves the construction of the portion going to Sangley Airport, which is slated to be completed by second quarter of 2022 or before the end of the Duterte administration.

The Department of Transportation said access to Sangley Airport will be three ways: via ferry in Manila Bay; expressway of Cavitex and the access road.

Currently, access to Sangley is through a full ferry service between Pasay and Sangley and a point-to-point (P2P) bus service.

The Sangley Airport, which officially started construction in 2018, commenced 24/7 construction works in June this year to meet the directive of President Duterte to utilize the airport for general aviation and turboprop cargo operations to help ease the increasing air traffic at NAIA.

With only a few finishing works remaining, Sangley Airport now has a passenger terminal building that can cater to 160 passengers at any given time, two hangars, flight information display systems, parking area, drainage system, access road, power house, cistern tank, CCTV, baggage carousel, x-ray machines, weighing conveyor, fire trucks, and more.
