Gov’t workers to receive bonuses from Nov 15; 97% of budget released

The Department of Budget and Management (DBM) yesterday said  qualified government personnel are set to receive their year-end and cash gift bonuses starting today, November 15.

This developed as the DBM data showed the agency has released 97 percent of the full-year 2022 budget as of end-October.

In a statement, the DBM said  total  allocation for the grant of the yearend bonus for qualified civilian and military/uniformed personnel in the different national government agencies is P56.73 billion.

Under the 2022 General Appropriations Act (GAA), the total appropriations for the grant of the cash gift is P8.62 billion.

The rules and regulations on the grant of the year-end bonus and cash gift are provided under DBM Budget Circular No. 2016-4 dated April 28, 2016.

The year-end bonus is equivalent to one month basic pay as of October 31 and the cash gift of P5,000 shall be given to qualified government personnel not earlier than November 15 of the current year.

The rules and regulations also specify that the year-end bonus and cash gift shall be given to qualified personnel, subject to the following conditions: personnel has rendered at least a total or an aggregate of four months of service from January 1 to October 31 of the current year, and personnel remains to be in the government service as of October 31 of the same year.

Meanwhile, data posted on DBM’s website showed the agency has released P5.08 trillion of the P5.27 trillion 2022 adjusted obligation program as of October 31.

The remaining balance for the year is P184.28 billion.

Allotment releases to departments as of October amounted to P2.82 trillion, or 97.8 percent of the 2022 program.

These include funds allocated for agencies in the executive branch, congress, the judiciary and other constitutional offices.

Releases from special purpose funds (SPFs) amounted to P389.16 billion, or 85.2 percent of the full-year program, the DBM data showed.

SPFs are budgetary allocations in the General Appropriations Act for specific socio-economic purposes, such as budgetary support to government corporations, allocation to local government units, contingent fund, miscellaneous personnel benefits fund, national disaster risk reduction and management fund, and pension and gratuity fund.

Allotment releases for automatic appropriations, or appropriations programmed annually or for some other period prescribed by law, amounted to P1.58 trillion, or 93.9 percent of release over program.

These include the 2022 program for retirement and life insurance premium requirements, national tax allotment, block grant, pension of ex-president/ex-president widows, special account in the general fund, net lending, interest payments and tax expenditures fund/customs duties and taxes.
