Malacañang on Monday suspended work in government offices and classes at all levels in Metro Manila, Cavite, Rizal, Batangas, Laguna, Bulacan, Pampanga, Zambales and Bataan starting at 1 pm, July 21, due to continuous rain and floods brought about by the southwest monsoon (Habagat).
Executive Secretary Lucas Bersamin, through Memorandum Circular No. 88, said that agencies whose functions involve the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital services are exempted from the suspension and shall continue with their operations and render the necessary services.

Bersamin said the suspension of work for private companies and offices is left to the discretion of their respective heads.
Incessant rains have already affected 715,448 persons or 224,778 families in 16 regions and left 26,181 families or 7,509 families staying in 346 barangays nationwide, data from the Department of Social Welfare and Development (DSWD) showed.
