Govt ordered to use locally-produced construction materials for infra projects

President Marcos Jr. has approved proposals to prioritize the use and purchase of locally manufactured construction materials for government infrastructure projects.

The President ordered the Department of Trade and Industry (DTI) to coordinate with the Private Sector Advisory Council (PSAC) in identifying available locally-made construction materials that can be purchased and used for government infrastructure projects, and the Department of Budget and Management to ensure that materials bought are from Philippine manufacturers.

PSAC, during its meeting with Marcos last Thursday, recommended the use and purchase of locally manufactured building materials for future infrastructure projects of the government, to which the President agreed “as he recognized the importance of giving preference and priority to locally manufactured building materials,” the Presidential Communications Office (PCO) said Sunday.

PCO, however, wants the materials to be procured by the government to be identified and specified “to avoid any conflict in the future.”

“We have to match the capacity and the demand,” the PCO said quoting Marcos.

The President is also prepared to issue an administrative order, if needed, the PCO added.

PSAC said government should patronize the local industries which “have a lot of talents and products that are world-class quality, if not at par even better from its neighboring countries.”

It also assured Marcos that local manufacturing industries that are producing cement, steel and other construction materials that conform with the Philippine national standard are designed to withstand the country’s climate and other natural disasters.

During the meeting, PSAC also presented action plans to address energy concerns, including regulatory reforms, transmission issues and other measures aimed at providing affordable energy for consumers.

It also called for the government’s full support for multipurpose dam projects identified in several regions, emphasizing the need to streamline processes for water-related infrastructure projects.

Among those present in the meeting were DTI Secretary Alfredo Pascual and PSAC members Sabin Aboitiz, Joanne De Asis, Manuel Pangilinan, Eric Ramon Recto, Enrique Razon and Ramoncito Fernandez.

Also present were PSAC Infrastructure-Water SME head Daniel Aboitiz and PSAC Infrastructure-Energy SME head Reinier Dizon.
