Eight to vie for NAIA modernization

An eighth possible bidder has emerged for the modernization of the Ninoy Aquino International Airport (NAIA).

At a forum hosted by the Economic Journalists Association of the Philippines yesterday, Secretary Jaime Bautista of the Department of Transportation (DOTr) said one company from Turkey last week bought bidding documents and terms of reference for the rehabilitation of NAIA.

“We hope all of the (bidders) submit their best and final offers. We have another month to evaluate the bids and for the bidders to meet the deadline next month and choose (the winning bidder) in the first quarter of 2024,” Bautista told the forum.

Bautista said DOTr also hopes to close the bid by the second quarter of 2024 where the winning proponent will pay P30 billion upfront.

Some of the potential bidders for the P170.6-billion NAIA Public-Private Partnership (PPP) are San Miguel Corp., GMR,Manila International Airport Consortium,  Spark 888 Management Inc. and Asian Airport Consortium.

Bautista also said they are hopeful for the Turkish firm and all other bidders to be able to meet the DOTr’s deadline for proposals to be submitted by December 27.

The NAIA modernization project, to be undertaken via public-private partnership, involves upgrading the terminals, increasing capacity to up to 62 million passengers per annum, improving the technology infrastructure and ensuring reliable operations.

With the partnership presenting an opportunity for both the government and the private sector, DOTr and the Manila International Airport Authority are seeking a concessionaire that can efficiently operate and maintain NAIA for 15 years through a PPP contractual arrangement.

The National Economic and Development Authority Board-approved NAIA PPP Project will cover all facilities of the country’s main gateway, including its runways, four terminals and associated facilities.
