DPWH exec tags Estrada, Villanueva in flood control kickbacks mess

BRICE Ericson Hernandez, the assistant district engineer of Bulacan’s First Engineering District, on Tuesday named Senators Jinggoy Estrada and Joel Villanueva as the two senators who allegedly received at least 30 percent each in commissions from their flood control projects in the province.

Hernandez made the allegation during the hearing of the House Infrastructure Committee, saying it was not true that Estrada had nothing to do with the corruption of flood control funds because he got 30 percent of a total of his P355 million projects in Bulacan.

Hernandez, whose safety was assured by the House joint panel led by Rep. Terry Ridon (Bicol Saro party list), said that in 2023, Villanueva got 30 percent of a total of P600 million on flood control projects.

He said the money is coursed through former District Engineer Henry Alcantara, who allegedly collects the funds and delivers them to the lawmakers.

The allegations were made a day after contractors Cezarah Rowena “Sarah” Discaya and her husband, Pacifico “Curlee” II, named 17 congressmen, eight officials of the Department of Public Works and Highways (DPWH) and a former government official as alleged recipients of “advance commissions” that they paid to get government projects.
