DOTr reviews revised NAIA concession deal

The Department of Transportation (DOTr) is reviewing a revised concession agreement submitted by the NAIA consortium for the P102-billion rehabilitation and upgrade of the Ninoy Aquino International Airport (NAIA)

“We received submission (of the revised concession agreement) yesterday (January 27) and it’s under review (by the Manila International Airport Authority),” Ruben Reinoso Department of Transportation (DOTr) undersecretary for planning said in a text message.

The revised concession agreement is part of the negotiation process prior to the Swiss challenge proceedings of the project.

Last November, the National Economic Development Authority (NEDA) board chaired by President Duterte approved the unsolicited proposal of the consortium.

Only after successful negotiation between MIAA as the grantor and the NAIA consortium on the terms and conditions of the concession agreement based on the parameters of the NEDA board can the Swiss challenge process commence, according to Reinoso.

MIAA will then submit the results of the negotiation to the NEDA Board and the negotiated draft concession agreement to the Office of the Solicitor General and the Department of Finance for comments within 10 days from receipt of the draft.
