DICT: ARTA training platform hacked, but no data compromised

The Anti-Red Tape Authority’s (ARTA) online training platform was hacked last week, the Department of Information and Communications Technology (DICT) confirmed on Friday.

The incident involved the “defacement” of the Policy Reform, Innovation, and Streamlining Management (PRISM) platform, which offers Regulatory Impact Assessment courses.

The hack occurred on September 16, 2025, at approximately 8:57 PM.

In a public statement, the DICT sought to reassure users, stating that an initial assessment found no evidence that sensitive data was compromised.

DICT also noted that no active users were enrolled in courses at the time of the incident.

DICT’s Cybersecurity Bureau for the National Capital Region is now coordinating with ARTA to conduct a full vulnerability assessment.

Stronger security measures will be implemented to prevent future attacks, DICT said.

In a statement, the department emphasized that it is “taking all proactive steps to safeguard our government systems and protect the integrity of our data.”

UPDATE: As of Saturday, Sept. 20 at 9:38 a.m., ARTA-PRISM website at  prism.arta.gov.ph is inaccessible.
