DHSUD readies housing assistance to ‘Carina’ victims

The Department of Human Settlements and Urban Development (DHSUD) has ordered its key shelter agencies (KSAs) to implement a moratorium on the  monthly amortization  of their beneficiaries affected by typhoon “Carina.”

DHSUD also set in motion its Integrated Disaster Shelter Assistance Program (ISDAP), expanding the coverage to include partially-damaged homes eligible for a P15,000- unconditional cash assistance.

At the Bagong Pilipinas program, DHSUD Undersecretary Randy  Escolango said DHSUD Secretary Jose Rizalino Acuzar on June 26 directed the KSAs, namely, the Home Development Mutual Fund or Pag-IBIG Fund, National Housing Authority (NHA), the Social Housing Finance Corp. (SHFC) and the National Home Mortgage Finance Corp. (NHMFC) to grant  a one-month moratorium in payment for their typhoon-affected clients.

Escolango said the KSAs will release individual guidelines on the implementation of the moratorium.

Acuzar concurrently serves as chairman of the boards of the NHA, SHFC, NHMFC and Pag-IBIG Fund which offer housing and other shelter-related loans.

The Pag-IBIG Fund earlier announced the allocation of P3 billion in calamity loans for its members. As of noontime Friday, at least 250 loan applications were received.

Escolango said ISDAP, a program implemented this year, is meant  to help those whose shelters were totally destroyed by natural (typhoon, flood and earthquake) and manmade disasters (fire, explosion and war).

He said Acuzar has ordered to expand the coverage to include those whose homes were partially damaged.

Guidelines will be released this week by DHSUD but Escolango said eligible are head of households who are not availing of any shelter assistance from the agency or the NHA.

As of the latest count, Carina has partially destroyed 1,049 partially 130 totally destroyed, excluding those in the Naational Capital Region.

Escalonga said the ISDAP still has P193 million to cover the unconditional cash assistance of P15,000 each.
