The Department of Energy (DOE) has asked distribution utilities (DUs) to ensure they have a well-prepared distribution development plan and a power supply procurement plan as part of the proposals to the amendments on competitive selection process (CSP) rules.
At the first public consultations on the amendments, the DOE said these plans will be the references of the DOE and the National Electrification Administration (NEA) in the issuance of the certificate of conformity in terms of the contract quantity and cooperation period in CSPs.
The agency said all information n the different stages of CSPs are to be posted in the DOE CSP Portal to allow consumers have a better understanding on the basis of the generation cost, currently the largest component of the electricity bill.
The next schedule of public consultations will be this week. DOE said amendments are intended to streamline the CSP highlighting the responsibilities of the agency as well as the Energy Regulatory Commission (ERC) and NEA under the Electric Power Industry Reform Act that is adaptable and flexible to the needs of the distribution utilities to ensure efficient, timely and transparent procurement of power supply for the electricity consumers.
DOE undersecretary Rowena Guevara said the updated CSP policy is being crafted in close coordination with the ERC and the NEA to ensure harmony and consistency of the implementation in various stages of the process. Jed Macapagal
