The local government of Cavite targets to award the $10- billion contract to develop the Sangley International Airport by the first quarter of the year.
Jesse Grepo, legal officer and secretary of the local government’s Public Private Partnership (PPP) selection committee, said the evaluation of the legal, technical and financial bids submitted by sole bidder – Lucio Tan‘s MacroAsia Corp. and China Communications Constructions Co. Ltd. – is ongoing.
The committee is expected to finish this process this month.
Grepo said if the bidder passes all the bids qualification, the Cavite government will award the project this quarter.
The long- term development of Sangley airport involves two phases: Phase 1 is the construction of single runway and passenger terminal building with a yearly capacity of 20 million passengers.
Phase 2 involves the completion of four runways and the expansion of thse passenger terminal that could accommodate up to 100 million passengers per year.
Of the project cost, $3 billion will go to reclamation while $7 billion will be spent for the construction of the runways and the terminal.
The provincial government of Cavite is the lead proponent and implementing agency of the project under the provincial government’s PPP scheme.
The joint venture (JV) partner will provide the equity investment and credit enhancements subject to further competitive process or price test. It is also tasked to perform engineering, procurement and construction services for the land and airport development components.
The JV partner should also pass the credit standards of project lenders.
The Cavite government would separately bid out the operations and maintenance of the new international airport.
Last November, Department of Transportation (DOTr) completed the rehabilitation of Sangley airport and formally inaugurated the airport with the initial operations of cargo turbo prop aircraft.
DOTr has spent P552 million for the rehabilitation and repair of Sangley airport. The project involved overlay runway, reblocking of concrete pavement as well as the construction of ramp and drainage system, of four hangars and the passenger terminal building.
