The Department of Transportation (DOTr) is seeking bids for the P45-billion engineering, procurement, construction and commissioning (EPCC) contract for the Subic-Clark Railway Project (SCRP).
In a bid bulletin posted on its website, the Bases Conversion and Development Authority (BCDA) said the project will be financed from a portion of the proceeds of a loan the government intends to take out from the People’s Republic of China.
The BCDA said the DOTr through the Procurement Service-DBM, the EPCC contract involves approximate 71 kilometers of rail freight connection between Subic Bay Freeport Zone and Clark Freeport Zone, with three freight terminals for containers handling and one depot at Clark Freeport Zone for maintenance and stabling of rolling stocks.
Bids received in excess of the approved budget for the contract of P45,361,366,040.29 shall be automatically rejected at bid opening.
The contract shall be awarded to the lowest calculated responsive bidder .
Under the terms, the winning bidder should complete the works within two 42 months from the commencement date of the contract.
The bid bulletin said interested bidders should have completed, within last 10 years, a contract similar to the project.
It added bidding will be conducted in accordance with relevant procedures under the loan agreement for limited competitive bidding.
Bids will be evaluated by the Special Bids and Awards Committee through a two-step process. Only those which passed the technical proposals criteria will be subjected to the second step which is the evaluation of the financial proposal.
The pre-bid conference on the project is set on January 10 but deadline for submission is on February 6.
SCRP is one of the Duterte administration’s 75 flagship projects and aims to support current industrial activities and the potential demand for freight services along the Subic-Clark corridor.
It is a joint project of the DOTr and the BCDA.
