At least 4 fuel companies offer discounts to PUV, TNVS drivers

The Department of Energy (DOE) said at least four fuel companies are offering discounts to their regular pump prices — with one of them offering as much as P5 per liter — for public utility vehicles (PUVs) and transportation network vehicle service (TNVS) drivers.

The DOE said in an advisory on Monday that Petron, Shell, Caltex and Clean Fuel have been running such promos, with some of them already in effect even before the recent string of oil price hikes. This was based on submitted reports as of June 25, 2025, it said.

Petron’s promo is for P0.50 to P3 per liter discount for PUVs through its Super Driver Card program.

“We are not just offering this promo because of the recent price hikes” as triggered by the conflict in the Middle East. “Our promo has been in place even before then,” Petron told this paper on Monday.

Shell is offering discounts from P1 to P5 per liter for PUVs and P2 to P3 per liter discount for TNVS through its Public Transport Discount Program for both GO+ members and non-members.

Caltex is shown to be offering P2.50 off on motor gas, P1.50 off on diesel and P10 off on lubricant products for PUVs enrolled in its StarDriver program.

Clean Fuel offers discounts of P2 per liter on gasoline and P1 per liter on diesel products for public utility jeepney drivers and non-operator taxi drivers through the Clean Fuel Pasada Card.

Based on available information, the companies’ PUV and TNVS card promos are usually offered exclusively for PUV drivers of taxis, jeepneys, UV Express shuttles, multicab vans, or tricycles with a professional driver’s license.

The DOE has yet to issue an update about whether more fuel companies are set to introduce their own fuel discount promos, and for what period the price discounts remain valid.
