ADB names Andrew Jeffries new PH country director

The Asian Development Bank (ADB) said it has appointed Andrew Jeffries as its new country director for the Philippines.

In a statement on Monday, the ADB said Jeffries will lead the bank’s operations in the country, which hosts the ADB headquarters with an active portfolio of about $13 billion. 

He will oversee the implementation of the bank’s Country Partnership Strategy 2024–2029 and manage its relationships with the government, private sector and development partners, the bank said.

Jeffries, a US citizen with more than 34 years of professional experience—18 of them at the ADB—was most recently an advisor for energy transition and partnerships, where he oversaw a regionwide energy transition initiative.

Before that, he served as the ADB’s country director for Vietnam from 2020 to 2023. From 2016 to 2020, he directed the Southeast Asia Energy Division, managing investments, policy advice and sector reform. 

He also headed the ADB’s energy sector operations in India from 2013 to 2016 and led similar projects in the South Asia subregion.

Before joining the ADB in 2007, Jeffries was a senior vice president at Fortis Capital Corp. and a vice president in the Global Energy Division of GE Capital’s Structured Finance Group in the United States, where he executed structured finance transactions and project financings.

He holds a master’s degree in international affairs from Columbia University and a bachelor’s degree in economics from Bucknell University.
