The Department of Transportation (DOTr) continues to entice concessionaires to join the bidding for the operation and maintenance of the Ninoy Aquino International Airport (NAIA) for P170.6 billion, as the pre-bid conference is set this week.
As of September 13, five potential bidders have bought bid documents and are expected to attend the pre-bid conference on September 22. These are San Miguel Corp. (SMC), GMR, Manila International Airport Consortium (MIAC), Spark 888 Management Inc. and Asian Airport Consortium.
Transportation Secretary Jaime Bautista said under a public-private partnership (PPP) scheme, the country’s main gateway will bring economic benefits while providing passengers with world-class service.
“We believe this project holds immense economic promise and reflects our determination to provide world-class transport experience to travelers and a rewarding venture for investors,” Bautista said during the NAIA Project Roadshow in Singapore on Thursday.
To adhere to international standards set by the International Civil Aviation Organization, Bautista said NAIA needs to optimize and enhance its existing facilities.
The NAIA modernization project involves upgrading the terminals, increasing capacity to up to 62 million passengers per annum, improving the technology infrastructure and ensuring reliable operations, he added.
With the partnership presenting an opportunity for both the government and the private sector, DOTr and the Manila International Airport Authority are seeking a concessionaire that can efficiently operate and maintain NAIA for 15 years through a PPP contractual arrangement.
The National Economic and Development Authority Board-approved NAIA PPP Project will cover all facilities of the country’s main gateway, including its runways, four terminals and associated facilities.
The DOTr said interested bidders could still purchase bid documents before the deadline for the submission of bids on Dec. 27, 2023.
Three of the five potential bidders have been keen on pursuing the development of NAIA.
MIAC submitted a P267-billion unsolicited proposal for NAIA for a 25-year concession last April. MIAC is composed of Alliance Global Group Inc., Aboitiz InfraCapital Inc., AC Infrastructure Holdings Corp., Infracorp Development Inc., Filinvest Development Corp. and JG Summit Infrastructure Holdings Corp. that have teamed up with US-based Global Infrastructure Partners.
GMR in partnership with Megawide as well as SMC also submitted unsolicited proposals for NAIA’s development during the previous administration.
