The government targets to bid out the contract for the operation and maintenance (O&M) of the $10- billion Sangley Point International Airport (SPIA) sin Cavite by the second half of the year.
The contract for the development and expansion of SPIA will be awarded to the consortium of MacroAsia and China Communications Construction Co. Ltd. (CCCC) within the first quarter.
The tender for the O&M will be launched “maybe at the latest, a month and a half after awarding,” said Cavite Gov. Jonvic Remulla.
Remulla told reporters in a sideline interview at a recent event in Cavite, the O&M contract is targeted to be awarded by the third quarter as the winning operator has to be involved in the airport’s final design which includes new technologies and systems.
“The design will be presented maybe second or early third quarter. It’s a huge undertaking and is considered as the largest ever project in the Philippines’ history,” Remulla said.
“As soon as we start the airport (construction), the O&M contract has to be discussed because the O&M operator has to be (involved) in the final design… how they prefer the layout,” he added.
Remulla said MacroAsia and CCCC will not be allowed bid for the O&M.
“It’s (design) very complicated. We want (the O&M operator) to be an international consortium. Even a Philippine group can apply for the O&M,” Remulla added.
Construction of SPIA, which involves massive reclamation in the southern part of Manila Bay, is targeted to start by second quarter this year. The airport will be partially operational by 2022.
