The Bases Conversion and Development Authority (BCDA) will bid out anew the concessionaire for the water services of New Clark City (NCC) following the withdrawal of its joint venture (JV) partner Prime Water-led consortium.
Delfin Lorenzana, BCDA chairman, told reporters water services in NCC are now being provided on an interim arrangement by Filinvest Group.
“We want to have surface water in New Clark City to be provided by a permanent operator,” Lorenzana said.
According to Lorenzana, Prime Water’s group had to make the business decision to pull out due to lack of clients in NCC, which to date is only 15 percent developed.
Prime Water Infrastructure Corp., PAVI and MGS Construction Inc. and Israel’s TAHAL Group in 2018 won the bid for the water and wastewater infrastructure project in NCC offering a bid P9.45 per cubic meter in water charges, the lowest in the country.
The joint venture agreement between the group and BCDA was supposed to last for 30 years.
