Malabon City Administrator honored for transformative research and public service

Dr. Alexander Rosete, the City Administrator of Malabon, has been recognized for his exceptional dedication to research and public service, receiving the prestigious Outstanding Alumnus in the Research Sector award from the De La Salle Araneta University (DLSAU) Alumni Association, Inc. The honor was bestowed during the DLSAU Grand Alumni Homecoming on January 25, 2024, held at the university’s Institutional Activity Center in Malabon.

This recognition marks yet another accolade for Dr. Rosete, who was also named Outstanding Alumnus in the Government Sector in 2024. The awards celebrate his significant contributions to research and governance, which have helped shape innovative programs and policies benefiting Malabon residents.

“Research should not be limited to the academic area. It is a powerful tool that informs decision-making, shapes policies, and drives innovation. As Lasallians, let us continue to be a beacon of light, using research to illuminate solutions to complex social hurdles and enhance public service. Research is, after all, a cornerstone of nation-building,” Dr. Rosete said during his acceptance speech.

Transforming Malabon through research-driven initiatives, Dr. Rosete’s work spans various fields, including public housing, sustainable development, human resources, media literacy, and process improvement. His research has translated into impactful initiatives for Malabon City. One of his most notable achievements is spearheading the creation of the City Housing and Urban Development Department (CHUDD) in July 2023. This department aligns with Mayor Jeannie Sandoval’s vision of providing secure and quality housing for Malabon residents.

Under CHUDD’s leadership, 478 families have received Certificates of Entitlement for Lot Allocation (CELA), enabling them to own the land where their homes are built. Additionally, the Libertad 1 mid-rise housing project in Barangay Tinajeros is now 50% complete and will soon provide 88 housing units for local families. Plans are also underway to break ground on three more housing projects this year.

Beyond housing, Dr. Rosete has tackled misinformation through his research in media and information literacy. His efforts led to the establishment of the Command and Communication Center and Malabon TV—platforms that deliver real-time updates on weather conditions, emergencies, and city programs directly to residents.

“As public servants, our goal is to continuously improve service delivery for our citizens. Research helps us better understand our responsibilities and deliver quality programs tailored to their needs. Under Mayor Jeannie Sandoval’s leadership, we remain committed to ensuring Malabon’s progress benefits everyone in our community,” Dr. Rosete said.

Innovating public service through technology

Dr. Rosete has also championed digital transformation in Malabon’s governance. The city has launched several apps aimed at improving accessibility to services:

  • Malabon Tourism XP App: Showcasing local history, culture, and products.
  • Electronic Business One-Stop Shop: Enabling online tax payments.
  • Intelligent Tutoring System: Providing personalized learning experiences for students.
  • Let’s Connect TXTMJS: Facilitating direct communication between residents and local government offices.

These innovations reflect Dr. Rosete’s vision of a more connected and efficient city government.

A legacy of excellence

Dr. Rosete’s achievements extend beyond local governance; he has presented his research at international conferences in New York, Manchester (UK), and Adelaide (Australia), sharing insights on urban development and sustainable housing strategies.

His recognition as an Outstanding Alumnus underscores his unwavering commitment to excellence in public service. As Malabon continues its journey toward progress and inclusivity, Dr. Rosete’s research-driven approach serves as a model for other local governments striving to make meaningful impacts on their communities.
