It’s been decades since I visited Barangay Payatas in Quezon City. In the 70s, the place only had shanties, one-story grade school buildings and rough roads. It was the dump site for tons and tons of Metro Manila’s garbage. Back then, we would go to Payatas to conduct special classes for kids and conduct some sport activities as part of our Youth Civic Action Plan in college.
