Being an observant of national and international security, I assume that all action starts from a calculated plan. Maute was found to be carrying an audacious plot sketched out in chilling detail with blue pens on the back of a paper calendar: Islamic militants in the Philippines, including one of the world’s most-wanted militant leaders, would take over a key southern city in their boldest attack to date. Is this alarming? Of course. No, if you don’t care.
