MILF’s dilemma

THE leadership of the Moro Islamic Liberation Front (MILF) is hurting at the way the Duterte administration treats their organization, that is, putting their case in the back burner.

You see, for months the MILF and the government panel crafted the draft legislation of the Bangsamoro Basic Law (BBL) and in his lengthy speeches the President does not fail to praise this effort.

But in the places where it matters, the House of Representatives and the Senate, and in the list of legislative priorities of President Duterte, the BBL is nowhere to be found.

In its official website, the MILF put the administration to task for “noncompliance” with signed peace agreements with the rebel group. Like broken record, it warned that the government’s failure to deal with legitimate grievances of the Bangsamoro people could fuel discontent and violence.

The MILF noted with a heavy heart and a sense of urgency that no lawmaker has sponsored the proposed BBL, which will legally codify the 2014 peace agreement between the government and the rebel group, two weeks after Malacanang transmitted the bill to Congress.

An ominous sign of things to come for this bill, the MILF noted that the draft BBL was not listed among the administration’s priority measures during a meeting of the Legislative-Executive Development Advisory Council last week. 

The dilemma of the MILF now is succinctly expressed in its statement published in its website. It says, “Consequently, the MILF will be torn between two unholy situations: partnership with a government that does not fulfill commitments and fighting terrorist groups whose pathways and ideological lines are based on twisted interpretations of Islam.”

The MILF now would like to hold the government accountable for its noncompliance with the Kuala Lumpur agreement of 2014 and at the same time, fight the Islamic State affiliate in the Philippines, the Maute-Abu Sayyaf group which it claims to spread terrorism, anarchy and intrigues.

We do not know the extent and nature of MILF assistance in the government’s war against the Islamic State in Marawi City which began in May. 

But it they are really indispensable in Marawi and nearby areas such as Buldon, Maguindanao province, then the government is well advised to treat them well.

As regards complying with agreements and treaties, President Duterte is not known to honor agreements he did not personally sign, and he said so in the case of the Paris accord on climate change, which he later endorsed because of pressure from many sectors.

Should we advise the MILF then to seek sources of pressure or moral suasion for his administration to move?
