Local Govt Academy questioned for holding trainings in hotels

STATE auditors have criticized the Local Government Academy (LGA) for spending P15.2 million on hotel accommodations for its training activities in 2016 even if it has its own Training Center that has served its purposes since 2012.

In its audit report on the LGA released last May 3, the Commission on Audit (COA) questioned the propriety of the expenditure noting that the training center which is on a five-year lease from the University of the Philippines in Los Baños, Laguna until July 2017 for P5.53 million had more than adequate facilities.

The Commission said the leased venue was regularly used from 2012 to 2015 but as of last year, the LGA started renting outside venues for its activities resulting in extra expenses.

“We have noted that for CY 2016, LGA spent P15,198,285.18 for hotel accommodations of participants for trainings conducted in Metro Manila only,” the COA said.

It noted that the venue leased from UPLB has a conference hall that can seat 200 participants, five meeting rooms that can hold 20 to 40 people, and a case room capable of holding 80 to 100 people. It also has available audio-visual equipment like TV sets, overhead projectors, and video players aside from dormitories that can accommodate up to 150 people in addition to executive rooms that can house up to 50.

Based on a breakdown of expenses in the last two years, auditors showed that LGA’s training expenses ballooned 42.12 percent to P109.272 million in 2016 compared to just P76.889 million the year before.

An onsite inspection of the training center revealed some of the reasons with state auditors reporting neglect in the upkeep of the facility that allowed it to deteriorate.

“In one of our visits, we observed that the training center specially the conference hall needs major repair to prevent the rainwater to drip inside the hall. The agency failed to properly maintain the facility at a functional condition despite the funds provided for it,” the COA said.

With its training center in disrepair forcing LGA to rent hotel functions rooms, auditors noted that the agency was forced to pay the reservation cost in full based on the expected participants rather than on actual attendance.

“The contract price was the same regardless of whether the expected participants were able to attend or not or whether the actual attendees is below the number of expected/assured number of guests thus LGA is paying for unnecessary amount,” the COA said.

Reacting to the audit findings, LGA management said it has already awarded a contract for the repair and maintenance of the training center and would move back all trainings and conferences in the said venue once the works are completed. – Peter J. G. Tabingo
